As noted, ticket sales for the upcoming WWE UK Title Tournament events are said to be underwhelming, which is why WWE has bolstered the event by announcing marquee matchups and adding WWE Hall of Famer Shawn Michaels.
According to the Wrestling Observer Newsletter, there are two reasons why ticket sales for the events, taking place on June 18th and June 19th, are subpar. The first being that the cheapest ticket to each event is 60 British Pounds, which is about $80 U.S. For WWE fans in The UK that are likely to attend the events, they are used to attending local events such as PROGRESS, ICW and Revolution Pro, which usually costs fans far less money than what WWE is charging for their UK events.

Secondly, the June 18th WWE UK event will go up against England in the World Cup, which The Observer notes is a terrible booking mistake, “because that’s like booking a house show against the Super Bowl.”
WWE also announced that the tournament events will air via tape delay on WWE Network on June 25th and 26th, and the reason why the events are not airing live is that the company wants time to post-produce and edit the tournament.
